Why can't infrastructural projects be built within deadlines...similarly why can't MDG be attained within deadlines?

My father built a bridge in Jakarta in 6 months without stopping the heavy traffic on highways.....within deadlines and with all precautions and specifications and it's still one one of the best construction by his company there. In fact, the Minister appreciated his efforts as he had seen him working on the job on the site since those 6 months. 
Why it's not possible in India?
Why so many projects are started could not get completed in stipulated time? 
If government agencies around the world work with delays, what is the criteria of HR benefits provided to government employees? 
Last week I've seen one project that is implemented in Nagpur, have not seen progress, but the employees are and have been promoted from Senior Manager to Assistant General Manager....or similar such positions and hence what are the criteria of promotion if the government projects itself is in question if the project is not even completed on time? 
We've seen and heard and experienced similar things around the world...
Where as in Private Sector, people say, in lighter vein.....either you show your father or perform the final rights here and now....
One of the senior person said, "Why not severe punishment be there or complete sacking of the entire team be there or replacement of whole staff be there, may it be Government or local body or UNO or WB or Private or Public Sector or Joint Venture of MNC be there?"
I said, "You know better, you've more experience than my age...."
